How to compare betting sites in Estonia

On 11 October 2026, Tallinn's FCI Levadia secured the Estonian football championship with six rounds still to play. It was their 12th title — a local story easily overlooked on international sportsbooks.

But local match coverage is only half the story. Estonia maintains an official list of approved betting domains, and using an unlicensed site can have unexpected consequences.

A sportsbook needs more than a European licence

The Estonian Tax and Customs Board (EMTA) regulates betting. Operators need an activity licence and operating permit for toto (sports betting). EMTA lists approved companies, domains and activities.

A casino licence does not automatically cover sports betting, and a licence from another EU country does not grant access to the Estonian market. EMTA also blocks unauthorised gambling websites.

Check the exact domain before comparing bonuses. An offshore licence cannot establish local authorisation.

Why the tax difference matters in 2026

Winnings from Estonian-licensed sportsbooks are exempt from personal income tax in Estonia. The operator pays gambling tax instead. For toto, the 2026 rate is 5.5% of stakes received minus prizes, down from 6% in 2025.

That 5.5% is not a deduction from each winning ticket.

EMTA takes a different position on unlicensed gambling: winnings received despite the prohibition must be declared and are subject to 22% income tax. A generous-looking offer can therefore come with both legal and financial disadvantages. Tax residence may also affect obligations outside Estonia.

Euros are straightforward. Withdrawals need a closer look.

Estonia uses the euro, making EUR balances and SEPA transfers natural options for local players. However, available cards, bank transfers and e-wallets depend on the particular operator.

Before depositing, check whether your withdrawal account must match the account holder's name, what verification documents are required and whether payout limits apply. KYC (Know Your Customer identity verification) is not something to discover only after winning.

ID-card, Mobile-ID and Smart-ID are common for Estonian e-services but are not supported by every bookmaker.

Football, age rules and a national stop button

The Premium Liiga, European club matches and national-team fixtures give sports betting sites in Estonia plenty to cover. Local football deserves attention alongside international tournaments, especially when postponed matches or administrative decisions can affect settlement rules.

The minimum age for sports betting is 18. Casino games and certain other remote games have a higher 21-year threshold.

Estonia also operates a national gambling restriction register. A player can request exclusion specifically from sports betting through EMTA's e-services. The selected period is six to 36 months; access does not resume automatically. The player must request removal, and licensed operators must check the register.

FAQ

Questions about betting sites in Estonia

Are online betting sites in Estonia legal?

Yes, when the operator holds the required Estonian authorisations and the relevant domain is covered by its permit. The official EMTA register is the starting point.

Are winnings tax-free?

Winnings from Estonia-licensed gambling are exempt from Estonian personal income tax. Unlicensed gambling winnings are treated differently.

Can foreign bookmakers serve Estonian players?

Only if they satisfy Estonia's licensing requirements. An international licence alone is not enough.
