Overview
Finland began accepting applications for new gambling licences on 1 March 2026. By June, the authorities had received 50 applications, each carrying a €29,000 processing fee. Yet none of those new licences could be used to open a sportsbook in Finland during 2026.
That is the detail missing from many rankings of Finland betting sites. The country has passed a major reform, but mainland sports betting remains under a state monopoly until 30 June 2027.
Fifty applications, but the market is still closed
The new Gambling Act was approved in January 2026. From 1 July 2027, private companies holding Finnish licences will be permitted to provide betting services and online casino games. Lotteries, scratch cards and physical casino and slot-machine operations will remain under exclusive state control.
Until then, the existing Lotteries Act applies in mainland Finland. A sportsbook cannot begin serving Finnish customers simply because its licence application has been filed, accepted or approved for a future start date.
The distinction matters for anyone comparing online betting sites in Finland. A foreign licence, a Finnish-language website or euro-denominated odds is not proof of permission to operate locally. From July 2027, players will be able to check a Finnish licence number and the named supervisory authority.
Åland is a separate case: the autonomous islands have their own gambling framework and should not be confused with mainland Finland.
Why a deposit can fail even when the website opens
Finland does not apply a universal payment ban to every foreign gambling website. Instead, the National Police Board can impose targeted payment blocks after decisions involving unlawful marketing.
Banks, card providers and virtual-currency payment services must prevent transfers to operators appearing on the relevant prohibition list. The restrictions remain part of the mainland system until the end of June 2027; they do not apply to residents of Åland.
Players are not penalised merely because a payment that should have been blocked goes through. Nevertheless, a successful transfer says nothing about whether a sportsbook is authorised in Finland or whether a withdrawal dispute can be resolved locally.
For Finnish bookmakers operating under the new regime, identity checks and player safeguards will be mandatory. The minimum gambling age remains 18.
Ice hockey makes the Finnish market different
Ice hockey is central to the country's sports calendar. The Liiga attracts domestic attention, while the NHL and international tournaments bring Finnish players and national-team fixtures into focus. Football followers watch the Veikkausliiga; the local bat-and-ball sport pesäpallo has its own top-level competition, Superpesis.
Coverage matters, but settlement rules matter too. An ice hockey bet on the result after 60 minutes may be settled differently from a wager that includes overtime or a shootout. An extensive list of markets is of little use if the rules are unclear.
Questions about betting sites in Finland
Are foreign betting sites legal in Finland in 2026?
The mainland monopoly remains in force. Foreign operators cannot legally offer or advertise gambling services targeting mainland Finland without the relevant Finnish authorisation.
When will private sportsbooks receive Finnish licences?
Applications began in March 2026, but services under the new licensing system cannot launch before 1 July 2027.
Can an EU-licensed bookmaker advertise in Finland?
No. Finland's police explicitly state that a licence from another EU country does not permit gambling advertising aimed at mainland Finland. This also affects affiliate comparison websites.
