How to compare betting sites in Mongolia

A sportsbook can display Mongolian tögrög, offer a Mongolian-language interface and still have no permission to operate in Mongolia. That distinction became crucial on 1 July 2025, when a nationwide ban on paid predictions, betting operations and online gambling took effect.

Yet search results in 2026 still contain long rankings of supposedly available bookmakers. Availability is not the same as authorisation — and a foreign gambling licence does not create an exception to Mongolian law.

The law changed before 2026

Mongolia's parliament adopted amendments to the Law on Permits on 30 May 2025. They took effect on 1 July, extending the prohibition to online gambling, paid prediction schemes and betting businesses.

Related amendments also covered the Criminal Code, advertising and the use of financial accounts to facilitate unlawful operations.

Organising betting for profit can carry criminal penalties, including fines, community service, restrictions on movement or imprisonment.

Repeatedly providing bank accounts, digital wallets or phone numbers to support these operations can also lead to liability. Separate restrictions target promotion and advertising.

These rules concern different conduct. Penalties for organisers should not be described as automatic prison sentences for everyone who visits a betting website.

Why offshore licences do not settle the question

Some Mongolia betting sites advertise licences from overseas jurisdictions.

Such documents may identify the foreign authority supervising a company, but they do not establish permission to target customers in Mongolia.

A website loading in Ulaanbaatar, or listing Mongolia in its registration form, does not prove lawful operation. Neither does a reviewer's claim to have tested deposits or withdrawals.

There is no verified public list of privately licensed Mongolian online sportsbooks under the current prohibition.

Consequently, presenting ten international platforms as licensed betting sites in Mongolia would be misleading.

The distinction also matters when evaluating bookmakers that advertise services specifically to Mongolian residents. English or Mongolian language support cannot substitute for domestic authorisation.

Tögrög, cryptocurrency and the payment problem

The national currency is the tögrög (MNT), issued by the Bank of Mongolia.

Offshore sites sometimes advertise balances in MNT, US dollars or cryptocurrency. Those display options say little about whether payments are lawful or recoverable.

The 2025 amendments explicitly address the misuse of payment accounts, electronic money and virtual assets in unlawful gambling operations.

Cryptocurrency is not a legal exemption. Changing the payment method does not change the status of the underlying activity.

For anyone dealing with an existing disputed balance, transaction receipts, account records and correspondence are important evidence.

Sending additional money to an unidentified intermediary to unlock a withdrawal introduces another risk.

Naadam is a sporting tradition, not a sportsbook licence

Mongolia has a sporting calendar unlike most European betting markets.

Naadam celebrates three traditional disciplines: wrestling, horse racing and archery. Football, basketball and international competitions also attract local interest.

In July 2026, Ulaanbaatar additionally hosted the eighth National Sports Games, an event dedicated to preserving and developing traditional sports.

But a bookmaker offering odds on a Naadam horse race does not become authorised simply because the event is national or traditional.

Sports coverage and legal status must be assessed separately.

The same applies to English-language reviews that advertise hundreds of markets without explaining Mongolia's regulatory changes.
